Validation and Verification under the J-VER Scheme

Validation

Validation under the J-VER scheme is a process carried out during the project planning phase. It involves identifying whether the contents of the GHG emissions reductions/sink plan report and monitoring plan report (herein after, Project Plan Report) comply with the code of practice, positive list, eligibility criteria, methodologies, monitoring guidelines and other requirements of the J-VER Scheme.

Means of validation includes objective information gathering and review of relevant evidence, and informing the results of the validation report to the J-VER Certification Committee through a systematic procedure which provides reasonable assurance. Validation of Project Plan Report which contains monitoring plan is undertaken by a third-party agency independent from the project participant.

Validation is an independent evaluation process that determines whether the proposed project is eligible and fulfills the criteria stipulated under the J-VER Scheme.

Through validation, the validating agency prepares validation opinion based on the findings and evaluation of the project plan report prepared by the project proponent.

Verification

Verification is carried out during the project implementation phase. It involves determining whether the amount of emissions reduction stated in the monitoring report complies with the requirements stipulated in the code of practice and monitoring guidelines of the J-VER Scheme.

Means of verification includes objective information gathering and review of relevant evidence, and informing the results of the verification report to the J-VER Certification Committee through a systematic procedure which provides reasonable assurance.

Verification is an independent process undertaken by a third-party that confirms whether monitoring system, calculated emission reductions and other factors of the J-VER registered project fulfill the requirements under the monitoring guidelines The aim of verification is to formulate opinions of the independent verifier based on the evaluation of the monitoring report prepared by the project proponent.

Through verification, the independent verifying agency prepares and presents verification opinion based on the findings and evaluation of the monitoring report prepared by the project proponent.
